No they aren't. 

The Democrats won more house votes then their proportion of the vote would have allocated to them. The country is gerrymandered to the democrats advantage.

The republicans gerrymander districts very well to eliminate those folks who historically don't vote for them, republicans can't win without lying, cheating, stealing, intimidating, suppressing.

There are several Midwestern states where the Dems have a minority in the assembly, despite getting more popular votes.
