This is the usual police BS : 1] false charge on something big [in this case obstructing justice] . 2] change the charge to something smaller [in this case a public safety issue] . 3] later throw out that charge too when there is no evidence to support it .
The correct term for this is official extortion . How many towns really need a large police department ? The only way they pay for themselves is by extorting funds from the citizens by such means . Often they set up a trap at the bottom of a hill where people can speed up even with their foot off the gas .
In the county where I am located I was informed by a cop that my license was under suspension [as he was handing me a ticket] . It turned out some clerk at the court where I had paid that old fine had neglected to enter the payment into the computer system . I got it thrown out but there were plenty of others in the same court session who just paid up without argument for the same not-so-careless error .
