Trump Takes Credit For Veterans Bill That Obama Signed In 2014
Trump has done little on his own as president, so he is taking credit for things that Obama did, like signing Veteran’s Choice in 2014.

In fact, that was the idea for the Veterans Choice Program, which was created by the bipartisan Veterans Access, Choice, and Accountability Act, signed by President Barack Obama on Aug. 7, 2014. The legislation, which garnered a 91-3 vote in the Senate and a 420-5 vote in the House, followed a scandal over wait times at Veterans Affairs facilities.

Yeah, it's not accurate to say suggest that the Veteran's Choice program was created under the Obama administration, but it may be fair to say that Trump signed legislation that will make it work better than it did before in addition to making other important reforms. I'm in no way an expert on the program, but from what I read, it needed fixing and apparently that happened last Spring.

Senate Sends Major Overhaul of Veterans Health Care to Trump

“The Choice program has been a wreck,” said Senator Jon Tester of Montana, the top Democrat on the Senate committee. “Every veteran up here will tell you that.”

The new, combined program, called the Veterans Community Care Program , attempts to integrate the department’s 1,300 hospitals and clinics with credentialed private doctors. It also expands the circumstances under which veterans can elect to go to a private doctor at government expense.

The current Choice program allows patients facing a wait of at least 30 days to receive treatment to seek private care funded by the government. Veterans who must travel at least 40 miles can also seek private care. The new bill scraps those standards.

So, however it is expressed, it appears that last year's Congress and the president do deserve some credit.
