We all have melanin. In other words, all people are "colored" people. There is a scale from less melanin in the lightest skinned people, and much melanin in the darkest skinned people. But all have melanin.
So why, when the term people of color is used (used to be just "colored people" ), why are whites not included?
Because "white" skin is the assumed norm against which all others have been historically contrasted.

"White" skin is a nickname. No one's skin is actually white, unless they dont have any melanin. That applies to very few people.
There is , in reality, no such thing as white skin color as a "norm". It was a social invention.
