Former Deputy Assistant Attorney General John Yoo predicts a 'momentous battle' in the courts over President Donald Trump's pause in funding for USAID and discusses the DOJ's request to the Supreme Court to allow Trump's firings.

The acting head of the U.S. Agency for International Development (USAID) told congressional lawmakers Wednesday his staff was preparing potential criminal referrals against those who misused taxpayer dollars intended for foreign development programs.

The New York Times said Peter Marocco made his remarks while speaking with members of the House Foreign Affairs Committee during a closed-door meeting.

An internal review is in its early stages, but members of Marocco's team believe they've uncovered a pattern of illegal activity at the agency, which serves as the main component used by the United States to deliver foreign aid.

Marocco has been tasked by President Donald Trump with dismantling USAID and told lawmakers he was looking at contracts and grants awarded by the agency.

Much of the money given by USAID is supposed to promote stability and economic growth and supply humanitarian assistance in fragile regions.

On Wednesday, the Supreme Court denied the Trump administration's request to block a lower court's order for the administration to make nearly $2 billion in USAID payments, delivering a near-term reprieve to international aid groups and contractors seeking payment for previously completed projects.

U.S. Rep. Brian Mast, R-Fla., the chairman of the foreign affairs panel, told the Times USAID is structured in such a way that makes accountability difficult.

"Mr. Marocco was very clear in exposing the waste that goes on out there and in pointing out the way that many of these programs in state and USAID were designed to not be accountable," he said.

USAID was one of the first targets by the Elon Musk-led Department of Government Efficiency (DOGE), which is charged with rooting out wasteful spending.

Speaking for myself, all I’ve ever wanted is evidence, followed by relevant, targeted action, and prosecutions in the case of criminal activity. We still don’t have even that much. In the meantime, I haven’t heard anyone say there is nothing to see here or that we shouldn’t look.

Just curious. Have you not seen the democrat melt downs over DOGE going through agencies. They want to shut down DOGE and go back to business as usual because agencies like USAID is nothing more than a democratic money laundering scheme.

I have, and for good reason. You ndon't close down agencies to get the evidence to close down agencies. Yes, you investigate and weed out the dead weight. Not have every Federal employees moral lowered so as they are distracted from say Nuclear weapons or the FAA. If you think throwing the US into a untrustworthy mess in front of the whole world is making America great again, our sympathies, cause it sounds like you may have contracted Trump disease, and anymore, i am not sure there is even a cure...

Democrats do not care that people are being laid off. They only care that their money laundering scheme has almost immediately gone away. 

Curious....were democrats just as outraged when Clinton slashed over 300,000 federal jobs? Trump and DOGE are nowhere near that point now.

Of course, but there is a world of difference between cancelling all funding with no investigation and a professional audit. There is a world of difference between letting unvetted, untrained people go rifling through records and having an inspector general conduct a proper investigation.

No one - to my knowledge - has said “don’t look for fraud, waste, and abuse.” No one. We’re all in support of the goal. It’s the process we have a problem with.

I truly believe that democrats would be against any federal cutting, no matter how it would be done. 

The money being cut and personnel being laid off is a very small percentage of the total number of federal employees. Any amount of money being found to be a waste is a good cut. 

Sucks they are getting laid off, but I have been laid off twice in the past 10 years and I never had CBS or 60 minutes come knocking on my door.

You have been quite deceived. Do you realize how small the savings are compared to what Trump and Elon are doing. Removing what, six Inspector Generals from departments investigating Elons companies, following the 2025 playbook plan Trump said he 'never heard of' as the main author is head of OMP. Nothing Trump has done, or  undone, will he not in some way profit from. Didn't Elon go from say $200 BILLION to $400,000,000,000.00 BILLION since he became Co President ?   Compare those numbers to the savings Doge is exagerating. That’s certainly going to be true for some. There are Republicans and Democrats who - depending on the issue - will be outraged at any spending cut. Conversely, there are people who want to cut everything and don’t care what damage might result from it. Either approach is thoughtless and those people shouldn’t be in government.
