The CCP purging data isn't being disputed.  The political need to purge data is attributed to censoring data upward to meet targets showing progress.  The party system in China is designed to provide plausible deniability to government at the highest levels.  Political motivations deep inside the bureaucracy sets an agenda that serves the CCP but doesn't serve the country.

Leaked data from the Wuhan Institute of Virology has indicated the Chinese Communist Party “purged” the database to drastically alter the country’s real COVID-19 figures according to former cyber security contractor Robert Potter.

Mr Potter told Sky News he received data hacked from a database which revealed major discrepancies between official figures given to the World Health Organisation and the organic numbers emanating from China.

“When we anaylsed that, it was a bit of a mismatch of data against what they’d been publicly putting out there to the World Health Organisation,” he said.

“Once the story became quite a bit contentious, (and) when the Chinese Communist Party realized that the coronavirus was going to become a global pandemic, they went about purging the data.”

Yes, Virginia, there is a Deep State.  The Deep State functions like a disorganized political group, such as Antifa.  Just as with Antifa, it isn't possible to point to a master plan or organized agenda.  Like Antifa, independent actors buried deep within the bureaucracy are pursuing similar political goals.

The Chinese government didn't order a purge of data.  But, apparently, data was purged.  Why?

The Deep State is driven by political inertia buried deep within the bureaucracy.  In China, the CCP provides the ideological guidance that motivates the lower levels of the bureaucracy acting independently from the higher levels of government.  

How could the Chinese government have avoided the purge of data?  Wouldn't having the data reported directly to the highest levels of government avoid the political inertia within the bureaucracy?  Reporting the data directly to the central government bypasses the bureaucracy.

What's different is the Trump administration bypassed the bureaucratic inertia to tweak the data.  The Chinese government failed to do that so the reported data was much less reliable.
