“Since 2017, the Crown Prince has had absolute control of the Kingdom’s security and intelligence organizations, making it highly unlikely that Saudi officials would have carried out an operation of this nature without the Crown Prince’s authorization,” the report said.

I guess the need for Trump to keep up occupancy at his hotels was the important thing here....  Can't piss off paying customers you know.

Biden was all set to play hardball with Saudi Arabia as a candidate. He was particularly offended by the Khashoggi murder. From his campaign website :

Under a Biden-Harris administration, we will reassess our relationship with the Kingdom, end U.S. support for Saudi Arabia’s war in Yemen, and make sure America does not check its values at the door to sell arms or buy oil.
