Very simple.

Create a "Red Box Moderator" position.

The only thing they are responsible for is being the "delete" button for an original poster using RBR that has a non-compliant commentator.

Just as comments are archived now in moderation, such deletions would be archived also, and appeal would be to admin, Ms Halpern or whomever she designates.

The only person able to have deletions requested is the original article author.

The only person able to do the deletions is the redbox moderator.

The redbox moderator has no power to moderate anything other than requests for comment deletion.

The redbox moderator answers only to admin. (Ms Halpern)

This organization handles all the issues with implementation. Takes it off the regular moderators plate as something they do not have to deal with, takes it off Ms Halpern's plate so she doesn't get swamped with requests.

Gives the original article author complete control without disrupting the flow of the article or disrupting the flow of the site in it's normal manner of operation.

Kind of like an article control bot. Automatic when requested, with failsafe.

Something no one has to worry about....
