It's probably me but I'm not sure what the headline means.
When photos are retouched to make people look more beautiful it's often done in the Photoshop applications. This photo has been altered, the mistake is obvious to me. I'll wait to see if anyone else sees it.
Other than the individual is in a bathroom
It looks like the pShopper lightened up the face & chest while leaving the arms darker . Also she hasn't fed her dragons !

Her arm looks funny
The eyebrows are uneven.
Miley Cyrus's tongue is not in the picture ...
Look at the space between her inner elbow and her hair extensions, it doesn't match the background in the rest of the photo. My guess is the graphics person was trying to give her a small waist and forgot to add the tile lines in the floor area.
I ran the image through a Hex Editor. Yes, it was schooped.
