Expecting private citizens of filling in. via their local church or through personal contributions, at the level needed that government programs are currently feeding and housing the poor (including a whole BUNCH of vets) with, is a pipe dream that it would be impossible, even with today's weed to imagine. I would call it a right wing/libertarian pipe dream but even straight they know it's not going to happen and they just plain don't give a shit if poor people starve in the streets. They'd just step over the bodies and call the sanitation department to complain dead poor people are lying out side of the alley where they belong.
