I think "badge replicas" is the key phrase here. He has his badge from the Milwaukee County Sheriff's Dept (or whatever his organization is) , which is the only one he needs on his uniform. Then he adds a bunch of doo-dads he was given by some civic or fraternal group or another. I wouldn't be surprised if he has a medal from the NRA on there. He just filled the front of his uniform up with trinkets.
